At age forty-seven Arkady Shevchenko was a twenty-two year veteran of the Soviet Foreign Service. He was an important prize for the Central Intelligence Agency, having been deep within the workings of the Soviet government—a place about which there was very little firsthand information. Budgetary Challenges and the European Union of the Future
